Create agent

Creates a new agent with the given name, prompt, and capabilities. Capabilities are set at creation time and cannot be changed afterwards.

Matches agent-configuration-svc's AgentCreateDTO. capabilities is the canonical field name since SHARE-2884 — the request body also still accepts the legacy key agents (kept as a @JsonAlias for a deprecation window); new integrations should send capabilities. Can only be set here — AgentUpdateDTO has no equivalent field, so capabilities are immutable after creation.
